Personality
Even though she tries very hard to maintain the image that she doesn't care what people think of her, Victoria does very much. She doesn't ever make the first move if she's got a crush on somebody, and she's also never ever the first person to apologize if she gets in a fight. Her stubbornness doesn't do her any favors when it comes to maintaining her close relationships, and she also has a bad habit of trying to push people away to see if they'll come back.
Her pathological need to win and hatred of being second-best is not completely unrelated to her parental hang-ups, but she'll deny it if pressed. She's an intense and all-or-nothing kind of person. She doesn't see the point in half-assing something, and she hates feeling like she's done less than her absolute best. The concept of "can't" is a foreign one to her. Victoria has always believed that if she tries hard enough, she can do anything she sets her mind to.
When she's not in a bad mood, she's in a very good mood. Especially in the mornings; Vicky's an early riser, and is annoyingly good-tempered from the moment she wakes up. She's got a lot of energy brimming up inside of her; she's not built for laying still in bed for eight hours every night. Too much to do! And she is very industrious. She puts in the hard work she needs to achieve her goals. Unfortunately for her, she's not good at casting a wide net, and nearly all of her free time goes towards her pursuit of being an esteemed journalist for the Prophet.
Unabashed gossip or inquisitive student of human behavior? Eh, who needs labels. Vicky is highly perceptive and prides herself on always being in-the-know. Despite seeing zero appeal in things other than her writing and research, Vargas is still curious about what makes people tick and she's listened to a staggering number of retellings about Greta Catchlove's Charm Your Own Cheese book and passionate explanations of the differences between rabbits and hares.
And, while Victoria Vargas still doesn't care about Greta Catchlove's Charm Your Own Cheese book or rabbithares, she cares that someone else cares and will patiently nod and ask questions rather than exiting the conversation as quickly as possible. She's a superior conversationalist.

Backstory
Magically shrouded and remote, an abandoned mining town was normally home only to wizards who didn't like to interact with the rest of the world—which unfortunately included Victoria's mother. Those that lived there, their primary claim to fame was exporting woods to magical artisans. They were essentially separated from the rest of the wizarding world, and the isolation became dogmatic and strictly adhered them to town ideology, and some residents never set foot out of their town's boundaries once in their entire lives. It wasn't an ideal living situation.
Victoria's mother always felt out of place among her small-minded relatives, and when she was only ten she took it upon herself to apply to Hogwarts. An exceptionally bright girl, Victoria's mother immediately excelled in her classes, and was a favorite of her teachers and classmates. She was also popular, pretty, and funny: a golden girl in every sense of the word. Nobody was surprised when she started dating the star athlete of her house's Quidditch team in fifth year.
When Victoria's mother left for her final year at Hogwarts, she tersely informed her mother and father that she wouldn’t be returning again come summer; she was going to travel, move in with her boyfriend, and apply to a prestigious Auror program. Her parents did not receive the news well, and the fight that followed was explosive. They told her that even if she changed her mind, she would not be welcomed back; this was fine by her, as she didn't intend to return.
But for all her potential and ambition, Victoria's mother's bright future quickly fizzled out. Just months after graduation, she found herself pregnant. She and the Vargas boy got married soon after, and she delayed applying to her desired Auror programs to raise her only child.
Victoria Vargas was born, but there was yet another shake-up in the family. Victoria's father had been moved up his Quidditch roster to first-string reserve, which meant that he would be traveling with the team for the new season. The family tried travelling together, but found that it was too hectic a lifestyle for a young child. So, Victoria's mother made a decision she felt selfless: she dropped Victoria off in the shrouded, remote town to be watched by her parents.
Victoria's grandparent's were not expecting their daughter back, and had no idea that she had had a child or had even gotten married. Although they were initially furious, the grandparents took the family in. But though she stayed for a few months, with Victoria's father occasionally dropping in as well, when the next season rolled around, Victoria's mother disappeared again to follow her husband. This process would continue to repeat through most of Victoria's childhood.
Left to raise their granddaughter, who was now two years old, her grandparents did their best to treat her like their own. For the next seven years of Victoria's life, her parents were little more than a loving but flighty presence. If she was particularly lucky, they'd take her with them on an away game or two. Those were her happiest times, and her grandparents knew it. For all they did to try to make Victoria the good daughter her mother never had been, they could always see her parents' traits in her: her desire to be something bigger, somewhere bigger.
