Personality
Jacob something of a class clown. He jokes around and tries to have fun whenever there's an opportunity. He's extremely loyal to his friends and stands against injustice. He's unafraid of confrontation and often reacts without thinking.
He enjoys making jokes that are actually trick questions, and has the potential to do really well in school but doesn't care much for studying. He's charming when he wants to be and is amused by the attention he gets from girls. Jacob has a flair for dramatics, which can be either annoying or entertaining to his friends.
Despite his fun-loving perspective on life and overall friendliness, Jacob can be judgmental and struggles to let go of grudges. He never aims to hurt someone, but can be a bully when he considers someone the enemy. He's terribly reckless, usually taking rash action to avoid boredom. He complains a lot and struggles to take things too seriously unless there's real danger. Jacob's temper flares when he's offended or mistreated, but above all he sticks by his friends through anything and would easily die for them if he had to.

Backstory
Despite his joyous personality and carefree attitude, Jacob's home life doesn't reflect it. His parents strongly disapprove of his unwillingness to take their plans for him seriously, especially when it became apparent he wouldn't simply grow out of such rebellion.
Growing up, he was often left in the care of house elves while his parents worked long hours. He's treated as an only child but actually had an older brother named Andrew who ran away from home as soon as he'd graduated from Hogwarts the year before Jacob started. Word soon reached home that he'd moved to Ireland and married a Muggleborn from school, and was promptly disowned by his family.
Jacob was raised in high society - taught to have manners, be respectful of those with influential authority, and flaunt his pureblood status where possible. Friends should also be chosen with great care and approved by his parents. Jacob ignored the teachings in favour of deciding for himself who to spent time with or what's important to him. He doesn't care about blood status or wealth and power. He went to Hogwarts wanting to make friends and share things he had in common with others his age, regardless of all the nonsense his parents wanted him to focus on instead.
His family were mostly sorted into Slytherin, aside from his brother who went to Ravenclaw and the occasional Hufflepuff. Jacob had a habit of escaping tutors and house elves to sneak outside to play or flying his practise broomstick. He likes his own company at home but is happiest among friends at Hogwarts. He hopes to become an Auror after graduation though his poorly Potions and Transfiguration skills pose a challenge. His determination is strong and Jacob's willing to put in the hard work if he has to to follow his own path in life.
