Oscar is a soft boy who finds animals easier than people. He has never been the best at connecting to people but once that connection has been made, you have his loyalty forever - or until you do something that he particularly disagrees with morally and then he will just be eternally disappointed in you, and give you a sad-disappointed look whenever he see you.
He struggles to keep his attention on his work, often ending up with him doodling animals in the margins of his textbooks when he should be doing homework or classwork. His humour often comes out in his doodles too - him finding it funny to draw animals doing human things (his favourite has been a unicorn skating).

Backstory
Oscar's mother, Nora, is the only daughter of Danish-Italian purebloods and as such there were certain expectations about how her life would go. Expectations that she tossed out the window after meeting a British muggleborn while he was on a trip to visit other European wizarding markets, after his Hogwarts graduation.
The two quickly fell for each other and before they knew it, Oscar was on the way and they were married in a rush. It's true that Nora's parents were not the best pleased with what had happened, but they mostly managed to push that aside so as to keep their only daughter in their life.
It is because of that unwillingness to lose their daughter that, even though they have never completely warmed up to their son-in-law, the Tinkle family often spend holidays visiting their pureblood family. A family that Oscar (who otherwise was raised in England and loved time spent with his magic-fascinated muggle nana and gramps) often struggles to connect to and more times than not results in awkward holidays and reunions.
Oscar's favourite part of those trips to see his maternal family was the freedom that he had to swim and play in the water that surrounded Grandfather Emilio's family home. Sometimes, his otherwise uptight Grandfather would even join him! The older man used swimming to stay fit and so the activity become one of the only ways that Oscar managed to connect to his wizarding family.
When Oscar reached age eleven, there was a long discussion about his magic education and where it should take place - before they decided that, since he had been mostly raised in Britain, he should go to Hogwarts. It just meant that longer would have to be spent with his wizarding family during the summers, so as to appease them for his schooling choice.

Outside of the summers spent with his magical family, Oscar could often be found at his muggle grandparents - an easy thing since they shared their old farmland with Oscar's parents. He normally spent the afternoon with the elder Tinkles after school, learning various things from them, and even slept over often enough that the 'spare room' in their home was pretty much his.
It was thanks to these sleepovers though, that Oscar formed his biggest fear. His Nanna had a pair of old porcelain dolls that she normally kept on a shelf in the spare room. The dolls always seemed creepy to a little Oscar, though he could not figure out the words to explain to adults that he thought so. He would often hide under the covers from them instead.
He would swear though, that sometimes in the dead of night the dolls would move their heads to focus their glassy eyes on the Oscar lump of blankets. A belief that was only made worse with the discovery of what magic was capable of. If his Nonna could make the plates move on their own, then to him that just meant that the creepy dolls definitely could too. They could move and they were gonna get him.
